Transportation

Matapihi Plan – how does it relates to the District Plan (Advised that the two processes would merge during the preparation of the Proposed Plan)
Bus/public transport for Matapihi wanted. May run just at peak times and maybe just on a few selected days e.g. pension day. Could add on a loop to the Bayfair service. Stop at the two marae, two other stops one at Station Road and One on Matapihi Road. Hapu to come back to EBOP on what they would like.

Naming of roads – use of historical names/references – want an input to the naming process

Earthworks

Where and why do you have to do earthworks for a subdivision and lose the natural ground levels.

Issues of materials of Tangata whenua importance, knowledge – uncovered by earthworks.
Wahi Tapu – tangata whenua involvement in the resource consent process addresses. Resource Consent Policy developed by iwi/council recently.

Landscape/Harbour

Coastal foreshores protection
Mauao
Development may actually be destruction of landscape

Erosion on foreshore – whose responsibility?

Matapihi Landscape Line – Erosion affects this areas – why does Council not assist when landscape controls restrict what can be done on this land in terms of use – consider as part of resource consents?

Who is responsible for erosion mitigation on private property?
Whareroa example – issues district wide concerns for Tauranga Moana iwi/hapu

Why does Matapihi still need a landscape protection line now? – will need to look at in detail in Review.

Matapihi – area of special significance – main concerns a monitoring process - Council and private – for Matapihi

Maori Land

Maori owned land – housing/building – deprives landowners of right to use land under the Treaty of Waitangi.
By zoning – restrictions over land

Special zoning for Maori land to allow housing on land as well as Rural.

Wahi Tapu

HPT record needs to be put together with iwi knowledge of sites to check fully.
Cautionary clause in resource consent need to identify wahi tapu with tangata whenua.

Reserves

Reserves contributions – Marae have their own reserves already.
Would rather look at land rather than financial cash contributions
Clarify what reserves fee goes towards

Rural

Spray from kiwifruit – how addressed (advised industry codes references in plan)

Urban pressure on rural marae as this occurs

How to set what is Rural Marae Zone

Why rules apply/fit with Treaty of Waitangi

Need zone that relates/provides for community way of living – Maori Living Zone

How Maori land dealt with outside of Marae Zones?

Rights for building on Maori Land is key issue.

How to deal with land interests of different blocks/different land uses – equity for all owners

Reserves contributions – need to factor in marae reserves paying for reserves they won’t use.

Financial contributions of concerns

Rating issues – urupa up keep, can Council consider mowing.

Rural Zone setback 5m on side, 10m from road – issue for small lots

Maori Land Court which allows partitioning and its relationship with District Plan is a
complex issue – hapu partition v general title, not through RMA, different purpose, have title but sell within hapu.

Separation of business/residential
Buffer between uses, commercial/residential, industrial/residential

New/existing uses
Whareroa Mara example

Restrict to commercial warehouses near housing, have industrial further away.

Need for monitoring of conditions of RM consents particularly in regards to air, noise, pollution, water in regards to industry.

Concern that they will lose land – issue re rates cost

Needs to be easier to build on own land
