Noise
Airport noise unsettling for marae
Any options to mitigate for existing communities?
All aircraft an issue
Earthworks
Utopia Subdivision – extent, concern with this – volume shifted, criteria standards
Need to investigate scale through the Review
Sustainability
Surprise we don’t have more tanks for water collection for house use
Is there a restriction on having water tanks for houses?
Pressure already being felt on water resource – need to look at sustainable way to capture water as population increases will accentuate issue.
Council should look at this (house tanks) for gardens etc
Cllr Stewart advised that recycled wastewater systems are being considered by Council.
Issue of city water supply towers on ancestral hills, own tanks reduce pressure for these.
Possible for Council to explore further? Hapu interested in the recommendations of water sustainability study being done by Council.
Transportation
Papakainga ideally need to be situated on transport routes, close to schools etc – need to be considered as many Maori move back to their land.
Cultural Landscapes
Possible to present this as aspect of District Plan

Would like to speak to Campbell on this matter
Concern over rezoning of land from rural to residential affects landscape as well as rates – any way to ensure protection.
Timing/resourcing of hapu/iwi Plans to feed into Review
Not well resourced to envision/plan for future – matter of resource and timing to feed into this plan
Can District Plan make some provision or an option for Hapu/Iwi Management plans so plans are taken into consideration as area developed.
Plans are in the making: how can Council acknowledge these through DP Review
Issues with planning for land under Treaty Claim
Preoccupation with Iwi and Hapu but lands under lands trusts – do not discount land trusts.
Cultural Heritage
How to recognise Urupa etc, sufficient protection?
Currently list; need guidance from Tangata Whenua
As pressure comes on rural area especially concern with protection
How to “measure” significance of the site?
Buffer zone around significant sites – potential for this?
Is District Plan going to take account of Iwi/Hapu Protocols. Council Staff advised that they are a guide that flag issues, would be appropriate to go back to iwi/hapu
Designations
Example provided of cell tower in front of Marae due to railway land taking on adjacent zone of industrial – issue of such technicality needs to be explored further
e.g. may impact on school, church etc. More protection required, needs to be raised as an issue from the outset, raises resourcing issue coming up against multi nationals
Review of reticulation around Maungatapu, issue with sewerage spills, staff advised that this could be linked to the Code of Practice process.
Landuse and Subdivision Activity Areas
How to provide for Papakainga – could look at extending boundaries/reviewing provisions – no of houses etc.
What about Maori Land away from Marae for Papakainga?
Papakainga Focus Group formed recently, have met with WBOPDC and TCC, looking at options for papakainga on Maori Land, 2 houses on rural land – severe restriction for Maori, as tangata whenua are in unique situation on their land.
Don’t want to use land progressively; not supportive of intensive development.
Financial Contributions
Current waivers process discussed.
Financial contributions under LGA rather than RMA discussed, as well as potential contributions for environmental mitigation as part of resource consent process.
